Despite some positive initiation Nepalese PWDs have been facing following
challenges:
• The high level planners, policy makers and government authorities
and other responsible persons are unaware on disability issues.
• There are no legal provisions for all types of accessibility.
• There is no system within the government to allocate national
budget for disability sectors.
• Disable Protection and Welfare Act-1982 and other legal provisions
are not enough, non obligatory and not bring into the practice.
• National and International laws and legislations are not still
implemented.
• Negative attitudes of society towards disabilities are still
very high.
• Disability is still taken as a sin of past life, curse of
God and burden on family and society.
• Government agencies are not paying due attention in implementing
the formulated rules and regulations regarding the promotion of PWDs.
• Most of the people have misconception that the PWDs are unproductive
for the house, family, society and nation.
• Services provided by DPOs, GOs, NGOs and INGOs are still on
charity based.
• There are not any provisions to provide services for the PWDs
to integrate in the community.
