District Level Program
Three days district level independent living concept Training & Movement program was finished in Kailali, Banke, Kaski and Makawanpur districts. The program was designed different day, different program.
First day of the program was meeting with the executive board of the host organization. In this meeting, many agendas was defined and discussed. These agendas was establishment of the organization, constitution of the organization, which is related or not with Independent Living Concept; difficulties of organization formation; demand expects of the disabled peoples, where the organizations area; etc. the second agenda was the preparation of the second day and third days program. The third agenda was, to prepare the appeal and issues from the board and participants of second and third day's program.
Second days program was specially training which is related and surrounded with independent living concept. This training was also divided in two parts. First part is history and movement of disability; facilities provided by government; government policy for the people with disability; rules and regulations and also UN Convention. The second part of the training was the principal of the independent living concept and its component, theme, beliefs, programs, activities etc.
The third day's program was movement. The first and second day's participant
was made appeal included some points of issues which was related with
peoples with disabilities and organization which is in district. Participants
made one group and went to different local government offices as a delegation.
These offices were District Administration Office, District development
Committee's office, District Education Office, Municipality office and
Women development office. Delegation went each office and put their
demand and at last put some commitments from the authority to the appeal.
Similarly five office finished and program was closed.

Barrier Free Program
Tribhuvan University, Kritipur
March 6, 2009, barrier- free campaign was organized by CIL-Kathmandu
at Tribhuvan University, Kritipur. The program was organized by CIL-Kathmandu
with financial assistance of Ministry of Women, Children and Social
welfare Nepal. There were more than 100 participants including print/electronic
Medias, representative from different civil society and professional
groups. The program was initially targeted to start on sharp 11AM with
present of vice-chancellor but due to the technical difficulties we
could not start it on time. The program was started at 1PM in the presence
of Vim Shriss, president of all Nepal Student Council of free student
union of Tribhuvan University. As the team could not meet the Vice-
Chancellor- he suggested to meet the representative of university in
the condition to discuss further again in future with us. As soon as
Mr. Vim Shiriss chaired the program Mr. Bhojraj Shrestha delivered the
well-come speech and briefly clarifies the objective of the program.
In the process of further clarification Mr. Krishan Gautam delivered
his speech addressing the main problems faced by people with disability
in university, their prime issues of disabled people and most importantly
the barrelful infrastructure with in university compound. After that
the written appeal letter was handed over by Mr. Palsang Lama, President
of CIL-Kathmandu, to Mr. Vim Shiriss. Receiving the appeal letter Mr.
Vim Shiriss said that Nepal Free Student Union will always be with side
of disabled friends and would always committed and work as pressure
force to address all the issues presented by disabled friends. Before
ending the program Mr. Voj Raj thanked all the participants to their
active involvement and requested to help in the same in future as well.
Then after, all the participants gathered in university's ground for
Tiffin break which also provide the good opportunity to review the program
and used that opportunity as dry- picnic.
The main appeals of the organizer were;
1. All the university infrastructures should be disabled friendly.
2. There should be no discrimination for PWDs in University's over all
policies.
3. There should be also the quota system in University jobs policies
for Person with disabilities as same as the decision made by Nepal Government
and Civil service Commission.
Nepal Tourism Board:
March 24, 2009, The program was started at tourism board front
lobby after gathering the mass of different disabled people around 60
in numbers. It was matter of surprise to all the participants that ramp
was initially started to build as soon as receiving the letter. After
waiting some time the programs was formally started by Mr. Bhojraj Shrestha
explaining briefly about the purpose of the program. After this Mr Krsihna
Gautam delivered his speech more deeply by explaining the needs of barrier-free
campaign to see this issue as human right of disabled people. He further
stressed to make the entire environment of tourism board disabled friendly.
Then after Mr. Tek Bahadur Gurung read the appeal letter and hand over
it to Director Mr.Subash Niraula. At the end of the program Mr. Niraula,
Director of tourism board thanked all the people joining the barrier-free
campaign and expressed his strong commitment to make the disabled friendly
built environment. At last Mr Bhoj Raj Shrestha thanked all the people
for coming and request to support the campaign again on the next stage
at Pashupati Natha temple.
Pashupati Nath Temple:
The second part of the program was started at Pashupati Nath Temple
at around 2 PM at Pashupati development trust. After waiting some time
for Mr. Paramananda Shakya, the secretarial member of Pashupati development
trust, the program was started as soon as his arrival. He asked all
the staffs and his entire team to join the program. After that the formal
program was started by Mr. Bhoj raj Shrestha explaining briefly about
the purpose of the program.
He does not only stressed the important to make the religious place
disabled friendly but also explain the various advantages of disabled
friendly entire environment with in Pashupati Nath temple. In his speech
he also said that including the disabled people while making policy
and plan there would be no exclusion of any part of society. In the
process of expressing remark, Mr. Dhubra Hari Neupane said that there
may be some-what difficulty to make all the religious place accessible
due to the historical importance of the world heritage site but much
more place can be made accessible if careful attention be given in newly
made infrastructure in this reconstruction and renovation period. At
last while making the commitment to the mass Mr. Shakya realized the
importance of the accessibility in this area and said without any hesitant
that organizer opened their eye. Adding the more words of courage he
again said that the organizer will see the new progress in the next
time they visit and he directly give the order in the spot to all the
staffs to take this as his direction and again thanked the organizer
to continue for the follow up programs in near future.

Pair counseling for people with disability
having CP case
March 6, 2009, Kathmandu, One day pair counseling program for PWDs having
CP was organized on March 6th 2009 at CIL-Kathmandu with financial assistance
of Ministry of Women, Children and Social welfare. The program was started
about 10 AM with introduction among participants and teachers who had
come with children.
At first simple question were asked to participants to explore their
every day's experiences and difficulties due to his/her disability.
To make easy environment Mr Krishan Gautam share own experiences after
that participants actively involved in program by sharing one after
another. As the programs progress, every individual present with their
unique experience and unexpected talent which were even not accepted
before. In difficult stage to understanding the language, the teacher
and some parents helped us what they really mean to say. After that
there was tea break of about 30 minutes. Getting refresh after having
tea, the program continued with more interactive way by sharing and
exploring with participants to find out the solution to address the
issues. In which every participant including teacher and parents actively
involved and explores their ideas and views.
At last Mr. Krishana Gautam explained the brief introduction of Independent
Living concept, the role of IL center to address the issues of severe
disability, and the main reasons to be united etc.
Conclusion: As it was the first program for the CP case, there were
also lots of things that we should learn from them as well. So many
things were realized after the training program. Although the program
initially was declared as pair counseling later the actual format was
slightly changed after analyzing the understanding level of participants.
The CP case is one of the most difficult cases in disability taking
consideration of the social, geographical, economical and culture point
of view. So, such kind of programs seems very good to empower people
with disability having CP case. And Independent Living Centre should
provide and must be the common forum to raise the voice of all class
of disability to address the issues in all level of government policy
for the benefit of all kind of disability.

Advocacy
One Advocacy meeting was organized between the Independent living center and the director general of Transportation management department Mr. Anil Gurung. This meeting was concerned about the driving license for the people with disability and how disabled persons can get other benefits from the department and also government. In this meeting, including IL members, representative from Deaf Association and Women Association.
